Heat gun or wall paper remover
I have had the best luck (removed wallpaper off and on for 30 years! It does take time) using a spray bottle with water in it, large sponge and flat plastic scraper (paint scraper). Put towel or old sheet down to catch water on baseboards. Start anywhere you can find where paper is already coming up and peel with hands, spray water on whats left that you pulled by hand. Most of the time, paper comes off in two layers. Be sure to wipe wall really well and let them dry before painting or re wallpapering. Also, don't dig the scrapper into the drywall!! That just makes more work fixing the gouges!
I have had my grandchildren work with me on last few times so its not hard just takes time!! I have not ever tried a heat gun, but didn't care for the paper remover. I didn't think paper remover did any better than water!

I find using a rented steamer and a plastic putty knife works best.
steamer will do the trick!
