Try this--- I swear it works! Mix hot water with a generous amount of liquid fabric softener. After you score the wall paper (or remove as much as you can), wipe the walls down with a t-shirt soaked with this solution. Let sit for about 10 minutes and peel. Works like magic!
Hello Marie. First, score the wallpaper border to allow penetration. Combine hot water and fabric softener in a spray bottle. Spray the wallpaper and allow it to have a good soak for several hours. Scrape off your wallpaper. Repeat if necessary. Good luck.

It helps to scratch the surface of the paper before soaking it. There is a handy tool called a Paper Tiger at your home improvement store.
You can paint over it but it will show and has the potential to pull the paper off the wall. I do not know how your luck runs but that is how it works for me!

Have you tried scoring it with a razor blade and using a steamer? I never had much luck with the chemicals. Really hot water with vinegar, saturate in sections and scrape. Please don’t paint it! That will make the job that much tougher if you end up wanting to remove it. Also, painting can make the paper bubble up making matters worse. This is a hard lesson learned when people hang wallpaper without prepping the wall first.

I kid you not, Marie, this fabric softener and hot water mix works GREAT!
Use a mixture of hot water and liquid fabric softener. Apply with an old t-shirt and let sit for 10 minutes. The paper should peel right off.

You can rent steamers at a variety of tool rental places (Home Depot probably has them...but call around) Depending on the room size you may need it for 2 or 3 days. It would be great it you had someone working with you...someone steams, someone scrapes. Hot water also works (protect your floors) but is much harder only because the water cools down too quickly and you’re constantly having to change it. Believe me, I know all about budget issues! Hey, if I was rich, I’d have just hired somebody to do it! You’ll do it, cursing the idiot who put it up.

Have you tried fabric softener with a sponge? I never had any wall paper but had borders throw the house. Have a bucket of fabric softener in a bucket. Saturate the sponge with the fabric softener and my wall border just pealed from the walls.
Try soaking a large sponge in a bucket filled with fabric softener. That is what I used to take my borders down. Easy.
