How to grow winter hardy plants for early spring planting in bottles?

I read about this within the last week. Now I can't find it to get the details. We are just now melting off 2 feet of snow but will have another 2 or 3 feet before our "official" beginning of Spring June 1st. Our next snow fall can be in Sept but most likely will be in October. I really want to grow starts in bottles as I saw on Hometalk this past week.
