Yup...it seems maybe the previous paint was not sealed with poly or something like that. i and my friend both painted our bathroom counters..she also did her kitchen,but they have to be sealed. Can you possibly sand previous paint? Or use paint stripper? Ps..we did not use an expensive kit from HD or elsewhere. We slightly sanded!primed!painted 2 coats,then poly 2to 3 coats. Hers looked like granite,and is still tough after many years.
