Anaglypta, which is a heavy embossed type of wallpaper, is purposely made to be painted over.
Again, give watercolor a try on a sample piece of your wallpaper.
I've used Anaglypta embossed papers in Victorian homes and painted them to clients requests, but never used watercolors. Since you use latex paints on anaglypta, you could experiment watering the paint a bit, and see if you can get a water color effect. You could put your base color on first, and then try your design using the watered latex paint. If you want a white background, I would prime the paper first.
