Citrus paint stripper. Sorry, we only have the kind of solution for your problem that makes a big mess.
This is a mess! Best to start over. Get a paint remover at the hardware store and test in a small spot to make sure it's not plastic underneath and putting a hole in it. If it's metal, remove the paint according to the instructions, making sure you protect the floor surface below with newspapers taped down or plastic of some kind. You will need a paint scraper and old rags and rubber glove protection. This will take awhile. Once you have removed as much by chemical application and scraping, you will need to sand down by hand with a medium grit sandpaper to smooth out. Then get a good quality exterior household enamel at your local PPG paint store...they can tell you what primer to use and how many coats.
since you do not know what it is made of try using Citristrip in a small area...It is a safe paint remover, however it concerns me you have know ideas what you are working with
Sand it down to the metal and do the job using metal paint.
You could sand it down and use a paint stripper- good luck!
