First of all, try wiping the area that you will be hanging them from with alcohol, and then wipe the suction cups with alcohol also. I have to do this every once in a while with my suction cups.
Might check on ebay and see if the cups are for sale, however, new suction cups might cost no more even if they are available. I have noticed they do begin to yellow over use and crack so I usually throw away.
If they aren't cracked a bit of water works. If too old. Snap off & replace from dollartree. Cheap fix
Unfortunately plastic gets brittle with age and cheap plastic ages quickly. You may try using some dish liquid or other viscous fluid to make a seal for a short time but you will need to replace them.
suction cups dry out after awhile
Try washing them first. Try putting a drop of water on them and see if they work. Otherwise, they can replaced cheap.
