Yes, but ( there’s always a but) the old root systems are still there and will make new growth difficult and will slow the growth of some trees. For best results you will need to dig a large area up to remove the roots. If you are growing a slow growth tree it will not be an issue as the old roots will rot over time. Of course this is only generalized advice as I can not predict what you will be planting, how densely the old roots have grown in the area you want to plant in, etc.

Instead of removing the stumps drill down through the middle put a little bit of soil and put your baby tree and it will grow

Providing there was no reason like illness that the trees were taken out yes, however make sure all of the roots are gone

It’s not a good idea to plant a new tree over the root system of the old. The new roots can’t grow properly through the old roots, tree roots are often 3 times larger than the canopy.

What is the reason you have removed 2 trees? Is it because of illness?
