How did it get stuck? If it's rust or limescale, try a remover like Lime-Away. If it's old fixture, see if WD-40 helps. Just don't force it, or it could break and you'd need a plumber fast.
Soak a rag in vinegar and wrap it around the handle. Wrap the rag in plastic wrap so it doesn't evaporate and leave it on for 24 hrs. May have to repeat
