My kitchen cabinets are 80's cabinets with a sticky lacquer on them.

You can buy a kitchen cabinet kit at Lowe's or home depot. It's by rustle umbrella and I've seen awesome results
lacquer requires plenty of ventilation and a respirator to apply, I used a sand and seal product by PPG apply one coat then lightly sand with 150 or greater sandpaper and then apply the second coat, It dries very fast but the finish in my opinion is worth it.
