You are describing an unbalanced load. You mention turning a breaker back on. Is the washer tripping your house circuit breaker? Have you tried redistributing your wash load and starting the washer again? Have you tried a second load to see if it does the same?
You should try to put the washer on its own circuit or disconnecting what ever else is on that circuit while the washer is running.
Both of the answers above make sense to me when I have overloaded the washer. Try smaller loads. You could also probably find the manual on the internet.
Make sure you don’t have other items running at the same time....ie...electric heater, start of a coffee machine, vacuum cleaner...etc...we have same trouble. Also as mentioned, unbalanced clothes can do that also.
