I have the same issue with my old tub which had previously been resurfaced (without proper priming which is resulting in peeling). Make sure you use a quality refinishing product designed specifically for resurfacing tubs. Make sure that the surface is roughened up (to help new glazing material to adhere as best it can).
In the UK we used to have them re-enameled but I saw someone on UTube using a home kit. It was called, Do not paint you’re bath I think.
However after his Issues, he later found out his friend used another product that worked well. Please share your result.
