if this is wall to wall carpet, start at the out side and try to pull up the corner. You may need to remove quarter round Molding first opif you have this around the perimeter. Have a X-Acto knife fr cuttinng the carpet it the area is tight. once the carpet is up, removestaples with a pair of pliers. The carpet tack strips may be reusable if you are putting down new wall to wall carpet and they are in good shape. Removing the carpet tack strips can be removed but be careful depending on the surface underneath the carpeting. The nails from the strips can leave divots. As far as relaying carpet, you will need to use a carpet stretcher to get the carpet tightly attached to the strips. I have removed carpet but have not replaced it myself.

If it is wall to wall you can remove it your self. If you cannot install wall to wall yourself. Consider having a rug cut to exact measurements and having it bound. I did this for a bed room, and it worked out fine. But measure 3 times and having someone else measure as well.
