10 foot quite a span. I went to home depot bought a stringer that was already made and moved it along till I had all my steps drawn then cut it out. If your making it 3' foot wide you'll need at least 3- 2x14x14 maybe even 16' length for that height boards for the stringers then I think its 2x8 for the steps or 1x8 but thats not real weight worthy. You will also need either 2x4s or 4x4 to help support the weight of the length of the stairs, at least half way up
First answer is building you full stairs. A ladder would be at an angle of about 15 degrees, or steeper to vertical if permanently fastened, and could be made of much smaller lumber and narrower width. 2 x 6 or 2 x 4 for sides notched for steps and steps 16 - 24" of 1 x at the short length and 5/4 decking or 2 x at the longer length. a cooler shape is a tapered, wide at the bottom and narrow at the top. Others have used a single central stringer of a log or 6 x 6 with treads notched in. This puts a lot more stress on brackets at top and bottom to hold it in place. Think it through and have fun.
If you are going to make a loft ladder that is also known as attic ladder it might cost more and take much effort beside might not super flexible in use. In spite of that, it will be appropriate for you to get the attic or loft ladder at a budget-friendly price for a trusted place.
