If you are using craft paint there is a fabric medium that you can add to paint then heat set after or follow bottle directions.

Stencil only the outside of the main curtain. Seal it with waterproof sealer. And always use a shower curtain liner that stays inside the tub or shower. Liner in, curtain out. ☺️
To stencil shower curtains seems like a great deal of work put towards a project that will sooner or later need to be washed, simply due to bathroom hygienic reasons. Are you sure that this stencil paint will withstand washing and still look attractive afterwards?
Perhaps you could either just purchase a new curtain with a pre-made design, or do a stenciling project somewhere else in the home other than in a bathroom that needs to be frequently washed.
