It sounds like the patched ateas need more sanding and perhaps a skin coat of mud. Painting more doesn't correct it.
Clean an up the rough areas and repaint. Home projects are often one step forward and two steps back, but having a nice quality room is worth it!
Before repainting, re-sand the patches smooth, wipe down with a damp cloth and repaint the whole wall...

I had the exact same problem and documented it on my page --- I removed 3 layers of old wall paper and had more holes than smooth surface. I spackled, then sanded the best I could. I then painted the walls with Valspar Textured Vinyl Paint in Sandstone finish and it looks gorgeous! It is textured to look like freshly applied stucco--- NOT ONE HOLE is visible. It looks like brand new drywall is underneath. I highly recommend this paint!!!!!!!!
