I am just guessing, but perhaps stain or thinned down paint MIGHT work (with heavy emphasis on MIGHT). I would go to a minimum of three paint stores and ask what they suggest. If you get the same information from at least two, and preferably all three, I would go with that. Paint used on concrete will not stick unless proper preparation is done, but the pavers may be more porous and absorb colorant better. Keeping it from fading again is perhaps a whole new story. You might look on line to see what if anything is recommended.
I'd try a stain for concrete.
