If you get a shadow box and line the back with a little batting and a sky colored fabric, you could pin them in the shadow box and hang it in a place of honor.
I wear my mom's and grandma's jewelry. Amazing how many compliments I receive on the old pieces. V Smiths suggestion is fantastic if you would prefer not to wear them.
Shadow box or an inexpensive display using fabric covered foam and a regular picture frame. You could also frame in the top of a small table with glass and display her pins that way. I love the look of things displayed under glass. You could also hot glue them to the tops of beautiful paper weights.

Get a shadow box or one of those glass domes, make a backing or a stand (for the glass dome--you could use any piece of foam cut to size, or one of those pretty earring stands) and pin them or arrange them on a beautiful piece of satin or velvet. Then place them in a place where they'll be seen and admired!
