Love the chalk paint but Valspar also makes a special furniture paint (available at Lowes) that has more color selection. No matter what anyone says, always prime first (The Gripper primer is my favorite as you spend less time sanding) and paint adheres well. Make sure to seal with either wax or I prefer a water-based polyurethane that won't yellow over time.
You can really use any paint you want, it depends on the look you want and how much sanding you want to do. Here are several tutorials using different types of paints and different methods (I included my post on a nightstand I recently painted):

Semi gloss enamel will give a good look to your project as well as protect it longer than latex paint.
depends on your style and what the dresser is made of
First, what kind of wood or fiber board is the dresser, that makes all the difference in what to use. If the dresser is in bad shape and you don't want to save the finish use Kiltz as a primer and then talk to the paint department about what would work the best on your project.
