I love tall ornamental grasses. They are easy to care for and will disguise the fence. They also are usually clumping, so they won't take over
Vines are a good way to disguise fences. Down side they are a host for wasp.
To get rid of wisteria (dig up and mail to me😆, I would so love to have one) cut down as much as possibl,then spray stump with round up, pour salt on it , or use a stump killer.

Susiselect has the right idea to get rid of the wisteria. As for the fence, you may have a problem if your dog is a fence-walker. Nothing will grow if there is a lot of dog traffic on it. To solve that problem, you may have to put in a border and mulch it with rocks to deter walking and running at the fence. Depending on how much sun, wind and water you get, tall grasses, canna, and a number of vines (jasmine doesn't attract as many wasps as trumpet) will eventually soften the look. Chain link can also be 'disguised' with reed fencing. You just unroll it and use wire ties to secure it to the fence.
I am not sure whether you wanted to actually do the chain link fence itself, as above are good ideas for the area itself, but if you want to actually do the chain link fence as you stated, and make that look nicer they do make chain link panels of sorts. You can use anything from some that look like plants or ornamental grass and nature themselves to colors that are natural looking in sort. They also create privacy as well. A lot of these are available on Amazon.
You can make a chain link fence almost disappear and look nicer by painting it Black or Dark Green with a roller and sprayer or spray cans. Some people use the paint that also creates a plastic or rubber coat.
If you want privacy you can get chain link strips that insert into the links. They have several colors and wood.

Here in the UK it's possible to buy faux ivy on rolls of wire which cover 10 meters and are about 3 meters high and they just need to be wired onto your chain link fence, or it also comes in trellis style panels, it's not expensive and self-cleans or can be washed with a hose and left to dry. Cut down the wisteria and pour urine over the stump every morning till it dies off!! It works on tree stumps, honestly!
I would plant virginia creeper, it will spread fast and over even when it clears leaves off for the winter
