If bleach wont cut it then you might opt to paint it... a good quality spray paint for plastic,,,or just get a very big shower mat.
If it's an acrylic tub, don't use comet or any abrasive cleaners. Avoid ammonia and no scrubbing. There is some acrylic cleaners that Home Depot or Lowe's sell that may work. All you have to do is spray and wait for a short time, then rub. There is one product that I used with success it was "GEL -GLOSS" you can get that a Wal-Mart. Good Luck and I hope your mother will be happy there in her new place.
I just thought of something else. Try using denture tablets. You will need to buy a house brand or something cheap because you will be using a few of them. Use hot water to cover all the stained areas and drop the tablets in. Maybe that would work.
Mr. eraser and scrub free with bleach
I have mixed baking soda and hydrogen peroxide into a paste - I spread that on using a rag or sponge, let it sit for a bit and continue washing with a bit of hot water. I use that on our white plastic tub and it has worked very well - our son moved into a foreclosure home that had plastic shower bottom which were a mess, he put a bar of soap into an old sock and scrubbed the textured surface, it became white again.
I used Dawn Platinum Power Clean for my plastic shower stall liner. Let it sit for as long as you can (maybe overnight) and scrubbed it with a soft brush. Removed all the body oils and dirt. Rinse very well as it is powerful soap and you don't want anyone to slip.
Baking soda, Dawn (or Polmolive Oxy), Peroxide. Sprinkle the baking soda lightly over the tub surface. Squirt a line od the dish detergent on top of that, then pour the peroxide over it. Let it bubble up, then take a soft wet cloth or paper towel, and rub it in. Rinse after about 3-5 minutes. This should clean it up nicely.
Mixture of 1/2 dawn dish soap and 1/2 cleaning vinegar. gets all the gunk off tubs, walls, showers, windows, etc. & pretty cheap!
Try Mr. Clean heavy duty magic erasers. I was stunned to use them as a last resort, since I had tried EVERYTHING else. They worked fabulously, to my surprise.
