It might be a finial from a curtain rod...but only seeing what you've shown, it's a bit hard to tell. Or it might be the actual bracket for the rods---one round, one square.
Could you post another pic? Does it have a post or rod attached to it? And in the picture if you could have it next to something we would know the size of so we could understand how large it might be. That will be helpful and we can provide better answers. Good Luck?
looks like it would hold a box of tissues in the square and a roll of handiwipes in the round portion and keep them away from wet countertops
If it attaches to the wall maybe it's something you put your blow dryer in the round part and then hang your curling irons on the square rods?

My first thought was a candle snuffer or whatever they are called but not sure now.
An outdoor table cloth clip to keep the table cloth from blowing up or off the table when it's windy.
Since it is wall mounted I think it holds back a drapery and the underlying curtain. Let us know when you find out.
I think it is put beside a door leading outside so when the door is opened a the door will brush against it and a small bell (yours doesn't show) will ring
It holds your dryer and curling iron. Mounts to the wall. I have one and love it. Keeps off your counter and hot curling iron away from you when you get done fixing your hair.
I had no idea what it is but I love the ideas! Talk about repurposing!

Was it in the bathroom? How about a holder for a drinking cup and a square soap dish, maybe white ceramic or glass?
I installed one in a bathroom. My daughter bought it for her hair dryer on the round side. I’m not sure what the square side is for, it probably has several possibilities. What I don’t see in your photo is the mounting hardware. You can probably find these in the bathroom fixtures area of DIY or big box stores, and see what the original packing says.
It is a hand towel holder. The bottom square part holds the current towel in use and the top round part holds a spare rolled up towel.
