It is an adhesive that crafters use for numerous things that need to be glued, decopauged, etc.
Mod Podge is a waterbase sealer, glue & finish. I used it to cover top of wooden desk top. Glue the surface, place paper, (in this case a paper shopping bag) smooth out and then top coat. This will seal the top. It may bubble up a bit when wet but will relax as it dries.
