Can tung oil be used over a penetrating stain?

No! Tung oil is a protectant/sealer. It soaks into raw wood just like stain to protect it and seal it. It also brings out the grain adding some color. Also tung oil does not need to be sealed with any topcoat.

Here's a site that disagrees with William. I personally have used tung oil over Minwax stain and had good results.
