Can I paint my popcorn ceiling?

The pipes are probably painted with oil paint. Just get more but in mat finish instead of gloss.
I would sand them if at all possible and paint them with your preferred finish.
Sand first, wipe them down well, then apply a primer tinted With a shade lighter than the matte color you choose.
It's really important to use the same base as the previous paint. Latex over latex, acrylic over acrylic and oil based over oil based.
Make sure to sand first for best adherence- good luck!
