Can I use roofing paper as a vapor barrier?

I would think that would work. Whatever vapor barrier you select, make sure all seams and overlap are taped to ensure there is a complete seal. You don't mention what your substrate is made from (concrete, plywood, etc.) or what room in the house or what level in the house. The store where you buy the floor can provide more suggestions.

If the floor is a concrete floor, especially if it is in the basement, I would go on-line to see what sealers are appropreate for basement floors or above-ground concrete floors. Also, as Cindy (above) suggested ask the dealer where you are buying the flooring; but I would trust but verify by learning as much as you can about wood over concrete flooring to find out what problems can arise. A concrete floor, especially if it is in a basement and in an area where there is a lot of rain, humidity, or cold might need flooring other than wood. If that is the case I would look at some of the tile floorings that look like wood but would not be prone to the problems that can arise with wood flooring.

I meant to say ground level concrete floors instead of above-ground concrete floors.
