Wet room ceiling - how to stop it peeling?

I have a small wet room for my disabled husband and the ceiling keeps peeling even I use ceiling paint I need a remedy to stop this please thanks.

yes a very good ceiling fan ! No room for a dehumidifier no holes in roof it’s a weird one it’s a three hundred year old cottage and kept in good condition my kitchen is a low slanted ceiling with no bother 😩👍
