Honestly, buy something ready made. Bed, Bath has a rack that they sell as over the door, called The Closetware OTD 26 pocket”. It’s $19.99. It’s 22” wide by 5-1/2 deep by 63” high.
Id screw the top to a board then screw the board to the back of my closet.
Everyone sells OTDs. Eliminate that hardware, screw several times to a 1” x 2”, and then attach that to your wall (studs).
There are hanging shoe bags with pockets made to hold shoes. I have them in a few places...holding shower and laundry supplies, and in the craft room for yarn. My shoes have never seen them. They are on a rack by the entry door. My shoes are to wide to fit in the wine boxes with the dividers....
