Depends what you are putting the paint on. If the surface is bad then you will need to sand it. The quality of the paint job depends somewhat on the time you take to prep. That means a good prep job usually provides you with a good paint job. The extra time sanding is worth it in the long run.
Another option for sealing chalk paint is polycrylic. Enamel paint is a nice option, although paint usually requires prep.

And, it doesn't require a well ventilated area to use.
Take a photo of your project to the paint department of the home improvement store and ask for their advice. They have the latest materials and application tools to help you.
