test for lead paint first. Old paints can get chalky and peel. if it’s clear of lead, then plain water. Mild detergent, and a rag, not a brush.
If that doesn't work try sand blasting or a sander.
power wash
If you want to remove the old paint, I'd suggest using citristrip paint stripper. Apply it by working in small sections at a time. Then a power wash should get the deck clean
