hire someone to go up on a ladder. I don't know of any other way to do it...
We have higher than normal ceilings too... I have a very small shop vac... that I can hand carry...I ordered extra tubes for it from Ebay... and that lets me reach up high enough to get the little boogers.... YOU may need to get someone to help by climbing a ladder to get high enough to reach.
Extension rods are available at hardware stores. I have seen them up to 15 feet.
Use an extension (painters) pole wrapped with an old sock or a dusting extension pole sold at hardware or dept stores
There is an extending brush called a "Webster". I found it at a home improvement store years ago. Look on line for it. I am sure they still make it or one like it.

Get a couple of pool noodles, tape them together with some duct tape, put a dowel in the holes to join them before taping. Then stick a mop head or wrap a rag around the top one and get those webs down.
