you mean mold....first you have to find out why the wall is doing that. check for leaks .you cannot repair a unknown situation
You may need a dehumidifier if your home is too damp. If there is a water leak it needs to be fixed right away. Wash the area down with vinegar, dish liquid and hot water. Let the area dry completely and then sand the loose paint until smooth. prime and then put your finish coat on.
Peel the loose paint and give the rest a bleach water bath, rinse with straight vinegar, that will kill the spores from the mold/mildew that is growing. Let it dry on its own and take care of the spores. Try to find out where the moisture is coming from and fix whatever the problem is before you think about repairing the peeling area or you may have to redo it very soon.
Off label use that really works...TileX spray will work on the fungus.

Find source and get a professional to do the work and/or advise you. Water has followed me all of my life, and it's tricky issue to handle.
