Have you looked at the lantana? Two I prefer are the purple trailing and the yellow mounding. They are drought tolerant and low maintenance.
I would check with your local nursery as it's going to depend on your zone.

again depending on zone...we are zone 8/9 so we do boxwood, photonias, gardenias, lemon grass, citronella, lavender-the last 3 of which help with mosquito control in our zone as well
