They sell diy refill kits on amazon. They usually include bottles of ink and a syringe
if you try cleaning the printer heads that may loosen up the ink that has dried on the surface, your entire cart should not be dry. If you go to your control panel, view devices and printers and right click on the printer choose troubleshoot there should be a way to clean your heads. That may not be exactly how to get there, it may depend on what type of computer and what OS you are running, but that should give you a start. try rubbing alcohol on the opening to clean off the dried ink
