I would plant flowering shrubs. Different kinds that flower at different times to have blooms throughout the spring, summer and fall. If that won't work in your growing zone, I'd plant shrubs with variegated leaves for color. That's the best way to add interest with less work.

We made a small walkway with pea gravel and bricks as the sides. Did not cost alot.
