If it's the rough stuff, you will need a lot of elbow grease, we sanded ours for 2 weeks solid to get it cleaned off, if you can rent a large sender that will save some time

Yes, remove the decking and replace it. If someone used that product chances are it was a last "hope" ATTEMPT to save the deck, "cure in a can", not to be confused with actually solving the problem! Hopefully the deck joist are Pressure Treated and still in good enough condition to re-use, Be honest and don't try to cover up the problem with--" Miracle In A Can ", if you attempt to pressure was, grind, scrape, and sand., will you be willing after all that hard labor to say, Well that didn't do a bit of good ,I need to replace all the yada,yada, yada!
Those deck over products are the pits. Crack and peel within about two years. Some decks have rotted. People have turned deck boards over, scraped, and even had to replace complete decks. There are class action lawsuits against the companies. Notice the products are no longer advertised. I have been advising people not to use the products on my blog.
