if u want a fountain, pumps r available. U would need electricity at the pool sight. Just a pond u may have a problem with dirt and algae.
And mosquitoes, you definitely need to circulate and chlorinate it
You could leave it blue if you like, I think a tarp would make maintenance harder, dig it in, add flat rocks around the top to cover the ledge

all of you that do not know ...there are mosquito dunks available for that reason
Yes, absolutely I have seen folks do that and they had a good pond for their koi and plants!
