yes, you can. Craft paints work. you can even use markers.
I would think if your not painting inside them, that they should be fine.

You can, but one of the nice things about battery operated candles is the glow of the candle itself. If you paint it, you will lose that glow.
I agree with 2dogal. At Christmas I wrapped my candles with Christmas tissue paper. It gave them a festive look and the glow came through.
