Is it necessary to turn over the contents of a compost pile?
i'm learning how to make compost. how broken down does compost have to be to be able to put it around flower beds?

Yes you should be turning over your compost on a regular basis. You want it to look like dirt when you use it.
If you don't turn it the bottom and middle will break down, but not the top.
Some people use it as leaf mulch. Somewhat broken down. My neighbor doe this. The mix it with your soil.
