If you steps are falling apart, you may want to have them removed and rebuilt.
If it is just the surface peeling off you can scrape the surface much like scraping peeling paint and resurface with something like slate.

When cement is crumbling it has to be replaced. You could try to cover it with outdoor carpet or step covers.
