If you are painting over light painted cabinets you might be okay to clean only and try but many times sanding is necessary and if over dark cabinets as well as primer is necessary along with sanding.
Sanding and priming is necessary. Wood cabinets have a clear factory sealer. That needs to be sanded and roughened for paint. Priming prevents any old finish from bleeding. Laminate cabinets need to be sanded and primed or paint will not stick. Metal cabinets need to be sanded and primed. There is no way to get around it.
Sanding it more labor intensive but the end result is worth the extra effort.
I would not have inagined chalk paint on kitchen cabinets was a good idea until I saw a person give a two year update to her project. I attach a link here for your review. You can judge for yourself based on her description and outcome. Good luck

I don’t recommend it. I did it and a year later it started peeling in most used areas. I’m planning to repaint with chalk paint soon.
