No, you can paint without sanding or priming. Sanding and priming are insurance. If you paint over a glossy surface that has some accumulated grease on it and the paint flakes off, how much work is it to take all of the paint back off and do it again?
My suggestion is to pick up some cabinet doors from a Restore/Goodwill/Salvage store and try out your skills and paint on those doors before you start on your kitchen cabinets. I have painted my kitchen cabinets with primer and a good quality acrylic latex paint in an enamel finish that has held up well for 5 years. As I was doing my research on painting cabinets I found that this was the best kind of paint to use and it really didn't require much prep work--cleaning well, priming, then painting.
And...YES...it really is true that for the most part if you use milk paint and chalk paint you don't have to sand or prime.
If you clean the wood really well, I use vinegar and water with steel wool,chalk paint will adhere fine.
