What is under the carpet? If it's a wood floor, ask if you can pull up the carpet and paint the floor with floor paint. Or put down self stick vinyl tiles. I don't think you can spend nothing, but it can be low cost.
Will the landlord give you permission to replace the carpet even though that is not what you'd like to spend money on? If it is dirty and smells, there could be mold or bacteria living in the carpet-making an unhealthy living environment, which is not the best for a large amount of people and animals. It might be a health hazard for all living there.
If the replacement is not happening, then find another place to live.

I wouldn't put down more carpet -- with kids and pets, no matter the quality of carpet, you're going to have stains, etc. ... see if your LL will let you remove the carpet and no matter WHAT's underneath it -- if it is structurally sound you can get sheet vinyl remnants in pretty good size pieces --- or peel/stick tiles .... probably cheaper than shampooing over and over -- even that's not 'cheap' !!
