Frame the garage to support extra weight on the top. Pitch it so there is run off to one side. Put gutters on that side. Use pvc roofing material specifically designed to be walked on. Treat the decking the same way a stand alone deck is cleaned and treated. Good luck.
Assuming your building plan includes the roof top deck a link to a video is attached which may help you figure out some details. You may also need to know if your city requires different lumber size than normal to support the extra weight of the deck and people. You can find other videos on youtube. A roofing supply company will have what you need to drain water under the deck surface. Hope this helps
