Since you will have to scrap and sand the wood, you could probably put oil base. Rent a sander that you can use standing up-save your back and knees! Don't forget the sealer..
Some parts of the country do not allow oil-based stains due to smog causing VOCs. If you can use oil based stain, that would be my choice. A pressure washer may be a good choice to remove peeling paint, but you need skill to keep from blasting wood fibers away. That would be bad.

Oil lasts longer, especially if you are in the south
Rule of thumb for paint and stain is: You can use Oil over water, but never water over oil. Give the deck a good wash and let dry completely. Then get your oil base stain and go for it. It will be shinier and last ten times longer!
