It must be from moisture. If you have an exhaust fan, use it. If you have a window open it, so you don't get any more chipping. Your ceiling needs to be level, so sanding it, and painting it should be your solution. Go online to Home Advisor, and find someone to do the job. These contractors are screened, and are checked out for their reputation, and the work they do.
