Yeow! This sounds like a big job. I personally would not want to grind down cement myself. Cement is very tricky because it's a porous surface and can chip easily. I would get several professionals to give you a quote and ask them to be specific. Then decide if it's something you can do on your own. Epoxy paint is a great surface with some texture added in to keep it from being slippery. It would help having a picture of the ridges, ...how deep, how wide and long. Good luck.

Grind? NO! Use self leveling cement compound to level and smooth out the floor. Once hard you can use a garage floor epoxy kit.
