I'd cover the whole top with tile. Use a backer board first to cover the planter area, then tile it.
You could use silk plants or greenery if you like the way plants looked. Another option would be to fill it in with crushed stone for a natural look, or colored stone, like the ones used to fill vases, for a more decorative look. If you want to get rid of the planter altogether, you could cover over it with a stained pieced of wood the width of the whole banister. Hope some of these help.
I think the area might look beautiful if you lay mini led lighta around the sides, then place floral foam topped with silk flowers or greens that could be changed with the seasons
OOps I'd place the lights around the insides.
Cover the top with wood, tile or something like that. Do not try to fill it. It is dated and flowers or greenery would just likely look fake.
How about some stick on Mother of Pearl or River Rock on the edge then fill it with pebble and greenery and some soft lights.
Or if youre very ambitious seal the inside ,cover with heavy duty plastic and run a pump through you’ll have your own little stream add some 🐠 fish lol

Stuff some empty plastic bottles in there first so it's not so heavy
I like the idea of covering it with wood. Using a reclaimed wood would be awesome but as I think some more the idea of covering it with glass. Paint the opening either with
- a muted color, like gray or beige
-a bright and colorful color
and stick pictures and trinkets inside using it as like a scrapbook.
Change it out as you see fit or as a holiday theme
I think this would be great with a series of tall silk grass. It would provide some height and a simple but repetitive green pattern.
I would put lights inside and then cover with a piece of light colored glass over it, so you can’t see the lights inside.
I would put rope light in the bottom and fill with artificial greens that won't affect allergies.
