That’s odd. They’re usually stainless.
Even really old racks are generally indestructible.
I would give them a scrub with Bartenders Secret and a dish scrubber, to see if anything comes off them,
and move on.
Nothings going to fall in your food.
You can always contact the manufacturer if this is going to make you crazy.
Your question got cut off. Its a common mistake and you can still use them.
They are still usable, our first house had the oven rack in the stove that looked like that, they worked fine, just not very pretty
Jcraw, what is Bartenders Secret?
Bartenders secret is a cleaning product that is mildly abrasive so good for light cleaning of stainless steel sinks and fixtures. Now as for these racks, wipe them down and use them,it's just a finish. Now if you just bought your oven then maybe it's still under warranty and they will overlook the fact that you left them in and just replace them for S&H fee.

Scrub and use. If it really bothers you, buy heat resistant paint like made for grills. Personally, I'd scrub and move on
