Use command strips. They are available from Walmart or any Home improvement center. Depending on how heavy the rod is will depend on the type. Doesn’t ruin the walls. I used one on the wall in our rv & there are ones that have velcro type hangers & the hooks hang off it. Hang the rod off that. Good luck!
Sounds like you may have to make a free standing post ,several or at least two for one curtain. Yes those horrid HOA'S that aren't there when you need them. Anyway get two large planters, fill with cement or concrete follow proper way to place post in use a level allow to dry,now add rod on top to attach a curtain or some lattice whatever you want. This site offers great tutorials on this and outcome is great. You can cover up cement or concrete with moss or soil and annuals since some don't seem to need deep area for roots. Don't worry you got them out smarted. It's on your property and not attached to the siding.

I agree with the first poster, could you try to hook the curtains on command hooks? I'd imagine if the weight of the curtain isn't too heavy, large ones could work.
